In fact, outdoor footage in some other SeanCody movies specifically mentions the presence of other people; you could even hear their voices in the background.
The outdoor nudity in this movie was not the result of boldness. It was shot at Black’s Beach in La Jolla in San Diego, CA, which is designated as a clothing optional beach. You can be arrested for nudity in public places that are not so designated. SeanCody, which is based in San Diego County, also requires a business license to operate there; that license could be revoked for misconduct.
You can be arrested for nudity in public places where nudity is not allowed.
